Using the vegetable peeler or mandoline, slice the cucumber lengthwise into thin ribbons. Arrange the cucumber slices in a single layer on a large plate, drizzle with vinegar and sprinkle with salt. Set aside.
Create ribbons from the carrot and set aside.
Prepare the fettuccine noodles according to the package directions. Drain the pasta and place it into the large deep bowl.
In a medium-sized bowl, whisk together all ingredients for the sauce.
Drain the water from the cucumber ribbons.
Add cucumber, carrots, and the sauce to the fettuccine pasta. Gently toss them.
Place this Spooktacular Fettuccine Salad into the refrigerator, covered. Allow it to marinate for one hour.
